Requiring some form of reapplication in this situation may be justified (as may reassessment after 3 years absence) but not distinguishing between a previous member in good standing with < 3 years of lapsed permit, and a new graduate or applicant from another country is illogical and grossly inefficient both in terms of College resources and in terms of a delay of re-entry into practice by potentially needed physicians.
